Syria 'Agrees' to Peace Plan, But Fighting Continues and Skepticism Remains

Kofi Annan, the joint UN-Arab League envoy to Syria, has said the Assad regime has agreed to start implementing a peace plan by April 10. But, even while Syria's government was committing to remove its troops from towns and cities, there were reports of continued fighting on the ground.
