Veteran Algerian diplomat Lakhdar Brahimi is being touted as the new joint UN-Arab League special envoy for Syria, diplomats said late Thursday. Brahimi would replace Kofi Annan, who announced his resignation citing lack of international support. But can the man who helped negotiate an end to apartheid in South Africa succeed where the former UN Secretary-General failed?
