        <media:text>The Syrian capital of Damascus is seeing some its heaviest fighting to date since the uprising against Syrian President Bashar al-Assad erupted over a year ago. Heavy weaponry including tanks and mortar fire has reportedly been used in areas to the city's south. The intensified clashes have prompted the International Committee of the Red Cross to join the United Nations in describing the conflict in Syria as a &quot;civil war.&quot; The Red Cross had previously kept its assessment to a handful of flashpoint areas but now says the violence is nationwide. The U.N. observer mission has confirmed heavy weaponry was used last week in the village of Tremseh, where pro-Assad forces were accused of massacring more than 100 civilians. U.N. spokesperson Sausan Ghosheh announced the observers' findings earlier today.
Sausan Ghosheh: &quot;In this attack there was a use of heavy weapons on population centers. Our, our observers confirmed the use of direct and indirect weapons including artillery, mortar shells and small arms. And the count of 27 eye witnesses that we interviewed, the consistent account all indicated that the attack started at five o'clock in the morning by shelling and then ground forces went in.&quot;
The Assad regime has denied carrying out a massacre in Tremseh, claiming it killed it anti-government rebels.
Annan in Russia as U.S. Calls for New Security Council Pressure on Syria
The U.N.-Arab League peace envoy Kofi Annan is headed to Moscow for talks on a new Security Council response to the ongoing violence in Syria. Speaking during a visit to Lebanon, U.S. Deputy Secretary of State William Burns called for new pressure on the Assad regime.
William Burns: &quot;We need to act now through a new U.N. Security Council resolution in New York, which carries consequences for the Syrian regime's continuing and violent non-compliance with its obligation. It is long past time to begin a democratic transition to a post-Assad Syria, to a future that reflects the legitimate aspirations of the brave and determined Syrian people.&quot;

Across the country, unconfirmed reports said 19 people died yesterday, 18 of them civilians. In neighboring Lebanon, hundreds staged a protest calling for Syria's president to be tried as a &quot;war criminal.&quot; Syrian civilians have been streaming across the border to find safety from the fighting. Meanwhile the Red Cross will renew attempts today to negotiate entry into besieged Homs after being blocked from doing so for the past three days.</media:text>

As Lavrov arrived in Damascus, the Syrian Foreign Ministry issued a statement confirming it will continue to fight terrorists in the neighborhoods of Homs until it restores security. The affirmation was represented on the ground as heavy shelling of the city was renewed. This morning, heavy artillery and army tanks began shelling the neighborhoods of Baba Amr and al-Khalidiya, in addition to Bayada and al-Inshaat, which have been subjected to storming attempts by military forces, backed by armored vehicles. This reality has made it difficult for the residents of the city to hold funerals for the 95 people killed in the heavy shelling of these neighborhoods yesterday and today. Amid this suffocating siege of Homs, activists and the Syrian opposition launched appeals to aid the residents. The military operation's focus on Homs does not mean the situation in other Syrian cities is better. Five civilians were killed today by the gunfire of the security forces. According to the Syrian Revolution's General Commission, one person was killed in Qadisiyah and another in Idlib, one child in Houla of Homs, and two in the city of al-Zabadani, which is also witnessing violent shelling by tanks and artillery. The surrounding areas and the region of Houla in Homs are facing the same situation. One child was killed by sniper fire in Houla as the city of al-Rastan is also being subjected to heavy shelling. Security forces launched an arrest and raid campaign in Dariyah and Muadamiyat in the countryside of Damascus as forces arrested dozens of people in the northeastern city of al-Roqosh after protests broke out in support of the city of Homs. A new international initiative on Syria will be launched by Turkey following the Russian and Chinese vetoes at the Security Council. Turkish Prime Minister Recep Tayyip Erdogan made the announcement during a speech at the Turkish parliament, saying his country will work with the states supporting the Syrian people, not the regime.  </media:text>

In Syria, al-Assad's brigades killed more than 50 people.

It seems as though history is repeating itself. As the anniversary of the 1982 Hama massacre that claimed the lives of 40,000 people during the reign of the late Syrian President Hafez al-Assad approaches, al-Assad's son Bashar has given the green light to his brigades and shabeha to violently shell and storm the city in a bid to commit a new massacre there. The Syrian opposition said on social media websites that army tanks arrived in the area of Mahata near Hama's Bab al-Qabli neighborhood, as the communication services in the city were interrupted. The opposition also reported online that a number of Syrian tanks and heavy military machinery were seen entering the area of al-Ardi in Deir az-Zour and took position in Freedom Square. Incoming news confirmed that security forces and shabeha were deployed near al-Jura Square, amid reports of clashes with the Free Syrian Army, which vowed to escalate its military operations. A powerful explosion rocked Jurat al-Shayah neighborhood, amid reports of indiscriminate gunfire by security gangs and shabeha in al-Layliat neighborhood. In addition, a series of powerful explosions rocked the area of Bab al-Qabli in yet another attempt by al-Assad's brigades to storm the neighborhood. Meanwhile, reinforcements arrived for the Syrian army in the Kazu neighborhood. The sounds of heavy gunfire were heard in the area of Bab al-Qabli. This news comes as the opposition marked today as the &quot;Tuesday of appreciation and loyalty for the free media.&quot; The opposition's supporters took to the streets in a massive demonstration to mark the 30th anniversary of the Hama massacre, which is ten days away. A general strike was also declared in various Syrian cities and towns to mourn the fallen victims killed by al-Assad's brigades.

This is Freedom Square in Taiz on a Friday. Protestors flocked here after they marched through streets of the city. But security concerns dominate the atmosphere after President Saleh's forces stormed the square and tore down the camp there in late May. Armed supporters of the revolution managed to rebuild the camp several days later.

The revolutionaries cannot continue protesting the same as before because the peacefulness of the squares was tainted by the repeated attacks on them.

A tour inside the square reveals the scale of the damages inflicted on it and the surrounding buildings by President Saleh's forces after they continuously shelled it, most intensely at night. Journalists, including a team from al-Jazeera, were staying in this hotel before it turned into evidence of the scale of violence facing the revolution. The square is filled with activities. Here, for instance, artists are painting the wishes of those they refer to as martyrs of the revolution. There are also children in Freedom Square doing what they like. Other children vigorously walk through the square on their way home. It seems they may learn a lot from the square. Many have abandoned their sites in the square to organize daily protests outside. But these young people refused to leave the square, even if staying costs them their lives. They stay in this camp and share the misery of life together.

In the city's suburbs and countryside, the youth of the revolution built squares with the same name, so the whole region of Taiz appears to be praising the revolution. The youth of the revolution here say that President Saleh's regime is seeing its final days because of the revolution's escalation outside the squares. To them, Freedom Square is a symbolic place people frequent in order to affirm the importance of unity in the face of the continued attempt to dismantle the organized leadership of the movement. On the first day following the Syrian regime's acceptance of the Arab initiative to stop the bloodshed in the country, the situation didn't meet world's expectations. The Syrian regime failed to stop its killing machine unleashed on civilians. Today, 20 residents were killed and nearly 1,000 others were arrested in Homs' Baba Amer neighborhood. In addition, Syrian tanks stormed the area of Qala'at al-Madiq in Hama. Tomorrow, Syrians will hold massive popular protests in a rally dubbed the &quot;Friday of peaceful protests&quot; to question the regime's commitment to honoring the Arab initiative.

The ink denoting Syria's acceptance of the Arab initiative has not even dried, as Assad's brigades resumed the shelling of Homs with various weapons, killing and injuring dozens of civilians. It seems as though Homs was not part of the agreement. The Syrian Observatory for Human Rights reported that several civilians were killed by Assad's brigades in Homs. In addition, Syrian army tanks heavily shelled Baba Amer neighborhood in the city. In Deir Ba'alaba in Homs, eyewitnesses spoke of heavy gunfire and simultaneous explosions rocking the area. In addition, tanks were seen patrolling major city streets, as members of Assad's regime cut off power to the area. In Jamiyah, social media websites showed images of security reinforcement followed by fierce shelling of the city. Several protests were also staged in Huran and its neighborhoods, most notably in Hirak, Jassem, and Dael. Protests were also held Tadmur, Latakia, Homs, and other Syrian cities, despite the cold weather and heavy rain. The protestors called for the downfall of the regime and the execution of President Assad. They also chanted slogans in solidarity with the besieged cities, condemned the Arab League, and accused it of trying to throw Bashar al-Assad a lifeline. Schools in various Syrian cities observed a general strike to protest the brutality of Assad's brigades against the civilians. In the countryside of Damascus, Assad's brigades carried out major sweeps, most notably in the Eastern Ghuta region, Thaqba, Kafr Batna, and Hamuriyah. Syrian activists confirmed yesterday's death toll has risen to 25. Most victims died of gunfire wounds inflicted by Assad's brigades and shabeha, who carried out a series of raids and crackdowns across various regions, including Homs, Daraa, Hama's countryside, and Ma'arat al-Na'aman. The Local Coordination Committees of Syria said that 21 people were killed in Homs and another four died in Deir ez-Zour, Arbeen, Idlib, and Damascus. The Syrian Observatory for Human Rights announced earlier that among the fallen victims in Homs were 11 workers killed in the town of Kafr Laha by the gunfire of armed assailants loyal to the regime. In addition, a woman's body was discovered in the Shams neighborhood near a parking lot. A YouTube video posted by activists shows the bodies of several victims blindfolded with their hands tied behind their backs near Kafr Laha. In another development, Syrian television released pictures of a pro-Assad protest in the coastal Kournch area, adding that the protest was staged to support the national resolution and to reject foreign intervention. Meanwhile, the Local Coordination Committees of Syria called for staging peaceful protests tomorrow to test the regime's intentions.

&quot;The day of Badr: The day of victory and steadfastness&quot; is the slogan chosen by the Syrian opposition for its new mobilization campaign within the framework of &quot;the days and nights of determination,&quot; which was called for in the middle of the month. Amid the latest series of anti-regime protests, the Syrian regime continued its security campaign in a number of regions. Witnesses said the village of al-Hula in Homs is being subjected to heavy shelling with nearly 50 Syrian army tanks participating in the attack. In addition, snipers are stationed on rooftops. Meanwhile, opposition social networking pages reported that security forces and the shabeha stormed homes in the city of al- Khalidiya in Homs, looted and wrecked them amid an arbitrary arrest campaign that also affected passers-by. In addition, Syrian army tanks surrounded al-Nazheen neighborhood in Homs, where a number of people were reportedly killed and hundreds arrested. Opposition sources also said soldiers entered the city of Adnan in Aleppo from the northern entrance and headed toward the western cemetery, where they searched and exhumed graveyards. As the security situation deteriorates in Syria, the United Nations withdrew 26 of its employees in Damascus as activists posted photos on social networking sites of a protest held by intellectuals in front of the Pharmacists' Union in Idlib. The same scene has repeated itself since the first day of the holy month of Ramadan with massive nightly anti-regime marches being held after the Taraweeh prayers in a number of cities and towns. The Syrian Observatory for Human Rights reported on a number of killings and injuries, especially in Homs and Deir az-Zour after security forces fired live bullets at protestors to disperse them. Amid the escalating security situation, a humanitarian condition was highlighted by the Coalition of Free Damascenes, who accused the Syrian regime of allowing injured citizens of only receiving treatment in public hospitals, where security forces are heavily deployed. These forces are arresting the injured after they recover. The coalition clarified that some doctors who support the Assad regime are assaulting the injured, adding that blood banks are not supplying the injured with blood when needed, leading activists to secretly smuggle blood bags into the hospitals. As for the most recent defection, a Syrian conscript defected from the army in az-Zawiyah.

The following report explains the meaning of this slogan and the meaning of dignity and nationality embraced by the Syrian people in the fight against what has become known as &quot;the norms of oppression by the Syrian regime.&quot;

Some chose to bow and kneel for President Bashar, as clearly shown in these images. However, others, who represent the majority of the people across the country, are refusing to kneel. By ordering the army to counter the people, the regime has distorted the high morale of the troops, best known as &quot;the defenders of the homeland front.&quot; One of the firm beliefs of the army is to protect the homeland and its citizens, not to defend the regime against its people who are rising up against it. Here is Hama a few days ago, where countless tanks were deployed. Some activists say that more than 300 tanks were deployed in and around the city. The objective was to reoccupy the city and subjugate its citizens, as cited by opposition activists. During the campaign in Hama, nearly 300 Syrians have been killed over a few days, or one tank per death. Despite the crackdown, Syrians who are rising up in the Levant region say, &quot;We won't kneel.&quot;  Over 2,000 people have been killed, nearly 15,000 arrested, and more than 15,000 have been displaced to neighboring countries. According to opponents of the regime, the decision to grant security agencies broad authority is not governed by the constitution or the law. This brings back to memory the latest incidents of Daraa and highlights the meaning of dignity, which was adopted as a slogan by the first wave of protestors who chanted &quot;death not humiliation.&quot; Then, elements of the regime met with leaders of the city. The regime tried to take their dignity away, as security forces pulled off the fingernails of some children who were chanting for freedom and change. This was the final straw, as the residents of Daraa staged massive protests across the city, choosing their first protest as the &quot;Friday of Dignity.&quot; A dignity that, when reclaimed, will reaffirm the meaning of national identity. This is an equation that is capable of dismantling the rule of the Assad regime in Syria, as cited by activists. Observers believe that all the names of Friday protests have evolved around the issue of dignity, starting from Daraa to Hama and Deir az-Zour and others in the north and south. Other Friday slogans include pride, martyrs, steadfastness, determination, rage, defiance, and lastly, we won't kneel. All are a proof that the departure of the regime is no longer a question puzzling those who are rising up in Syria. A regime that violated the dignity of people held in its dungeons and its prisons. A regime that hijacked a country and its people, who say they will not retreat from their demand of toppling it.

The Friday of &quot;God is with us&quot; is the slogan chosen by the Syrian opposition to revive its mobilization on the first Friday of the holy month of Ramadan. So after Friday prayers, Syrians marched against the regime across Syrian towns and villages, specifically in Deir az-Zour, al-Qamishli, Amouda, Latakia, Aleppo, Hama, Rif Dimashq, Daraa and Homs and most notably in al-Khalidiya, Rastan, Baba Amr and Deir Baalbe. Protestors chanted for freedom and the downfall of President Bashar al-Assad. They also chanted in solidarity with besieged cities and towns. The opposition posted this video on their websites, showing a massive demonstration in al-Midan neighborhood in the center of Damascus. And this is another video showing a demonstration in al-Qadam neighborhood in Damascus, during which protestors chanted for the victory of besieged cities. Faced with the demonstrators' perseverance, Syrian security forces and the shabeha surrounded a number of mosques and prevented prayers as usual. Then, they resorted to using live bullets in a number of areas, which led to the death and injury of dozens, specifically in Arbaeen in Damascus' countryside. In Hama, snipers were deployed on rooftops and convoys of armored vehicles and tanks were spread on the streets as over 1,500 families fled the city. Meanwhile, Syrian state-TV broadcast a report from Hama, indicating that army units are working on reestablishing security and stability in the city by opening roads and removing roadblocks put in place by what the channel called &quot;armed terrorist groups.&quot;

However, those who worked on this report ignored the scale of destruction it portrays, clearly indicating the scale of destruction in Hama, the result of indiscriminately using machines guns and heavy weapons. In Homs, activists and eyewitnesses reported that a large number of security forces and armed regime loyalists surrounded the city's Baba Amr neighborhood. They added that these forces stormed the neighborhood amid heavy gunfire and shelling. And despite all these measures, some streets in Homs were filled with demonstrators. </media:text>

French Foreign Minister Alain Juppe has described the decree issued by Syrian President Bashar al Assad authorizing political parties as an act of &quot;provocation&quot; that comes amid the violence against civilians. Meanwhile, all water, electricity, and communication services have been cut off in the city of Hama. Heavy gunfire was reported in various neighborhoods in the city, especially in the south. Several buildings were damaged in the Asi neighborhood in central Hama where army and security forces have been deployed. Residents have told BBC that more than 40 people were killed or wounded yesterday.

The storming of the city of Hama, the deployment of dozens of tanks there, and the shelling of its neighborhoods by rockets and heavy gunfire; all of these have brought back the memory of the 1982 incidents, particularly the campaign of killing and crackdowns. Hama, which has become one of the largest areas witnessing anti-regime protests over the past five months, was once again invaded by security forces.  Some witnesses confirmed that what is happening today in Hama is far worse than what happened in the 1980s. The dead bodies scattered on the streets are an indication that a massacre has taken place in the city.

Communication services have been cut off in various areas near the city of Hama.
