An Indian court granted bail last month to Latorre and Girone, charged with the murder of two Indian fishermen in a case that has caused a major diplomatic rift between Rome and New Delhi. The two marines were part of a military security team protecting the cargo ship Enrica Lexie from pirate attacks when they opened fire on the fishermen's boat off the coast of Kerala on Feb. 15. The recent protests in Rome have prompted the government to come up with new laws to prevent violent riots. The government has come under fire for failing to prevent the worst riots in Rome for years. Italy's interior minister proposed on Tuesday to restore a law that would combat violent protests. It comes after heavy criticism for the government's failure to prevent the worst riots in Rome for years. [Roberto Maroni, Italy's Interior Minister]: &quot;I realize that these proposals, these initiatives, come into the sphere of constitutional human rights and for this reason I want to open a discussion with all political parties before I present my proposals to a cabinet meeting. Measures that will guarantee everyone's right to protest in a peaceful manner. But also to guarantee to all citizens that the cities they live in will be safe.&quot; Maroni suggested reviving a law from the 1970s, when Italy was racked by leftwing protests and urban guerrilla violence that came close to destabilizing the state. The law allowed police to use firearms, when necessary, and banned the wearing of helmets or masks during demonstrations. It also provided for preventive detention of demonstrators suspected of planning violence. The proposals are a reaction to national shock and frustration that a few hundred so-called &quot;black bloc&quot; rioters were able to hijack a demonstration by thousands of peaceful protesters against Italy's economic crisis. But critics say the proper application of existing laws and a major boost to police resources is what's needed rather than new measure</media:text>

An urgent ministerial meeting is underway in the Italian capital Rome to address the drought crisis rocking the Horn of Africa region, especially Somalia.

The director-general of the UN Food and Agriculture Organization, FAO, said that the drought has created a catastrophic situation in the region. He stressed the importance of collecting 1.6 billion dollars in the upcoming year and 300 million dollars in the next two months.

Starvation is dimming the hope of a better life in countries across the Horn of African.
As the number of children and seniors suffering from starvation and poverty is continuing to rise, millions across the globe are complaining about their overeating habits. Somalia, Ethiopia, Kenya, Djibouti, and Uganda are facing the most serious food crises witnessed in Africa in 20 years. The region is being hit by the worst wave of drought seen in 60 years. The number of people affected by the drought is estimated at 12 million. According to UN statistics, tens of thousands of people have died in the past few weeks. The effects are far worse in Somalia, where more than 3.75 million people, nearly half of the population, are suffering from starvation, with the young and the old dying in large numbers. Meanwhile, relief agencies are unable to reach more than two million Somalis. World Food Programme officials said they are considering the use of aircraft to drop food supplies in areas under the control of armed fighters from al-Shabab Mujahedin Movement. Thousands of Somalis are fleeing each day via the Kenyan and Ethiopian borders in search of food and to escape the conflict raging in the country. Nearly one quarter of the children in the Horn of Africa region are suffering from severe malnutrition. International groups are mobilizing efforts to counter the crisis. Australian Foreign Minister Kevin Rudd visited some of the drought victims and urged the world to do more to help. The World Bank has pledged 500 million dollars as an initial aid package to the hardest-hit victims in the region. This news comes shortly before an urgent meeting on the Horn of Africa was called for by the FAO in response to a request by France to counter the growing crisis and rally efforts against starvation. The FAO director called for rapid and extensive international aid.

I retuned from Kenya yesterday. Tens of thousands of refugees are suffering from exhaustion. Children are dying of hunger. Families are arriving in Kenya after losing some of their members due to exhaustion during the journey.

Partial results from referendums on Monday showed clear majorities to throw out a water privatisation law, kill a law reviving nuclear energy and undo legislation offering the Italian leader a partial legal shield in criminal prosecutions. Voter turnout topped 57 per cent - safely above the 51 per cent needed to validate the vote. It is the first time since 1995 that a quorum has been reached. Anti-nuclear activists were celebrating in central Rome as the partial results were announced. Al Jazeera's Alan Fisher reports from Rome.</media:text>

        <media:text>The international Libya contact group has agreed to fund the Libyan revolutionaries fight the country's ruler for the past several months. Italy's foreign minister, Franco Frattini says the humanitarian fund for Libya's opposition has reached USD$200 million. The opposition itself says it needs USD$3 billion to fund itself. The group consisting of the United States, a number of European countries, and certain countries from the Middle East, including Qatar and the UAE, announced the establishment of a special fun the help the revolutionaries, in Rome. The US said it will release some of the more than USD$30 billion worth of frozen Libyan assets to aid the opposition forces. Kuwait has also said it will contribute about USD$180 million.</media:text>
