According to the Iranian Seismological Center, the quake has hit the town of Kaki, some 90 kilometers southeast of Bushehr, at 4:22 pm local time (1152 GMT) on Tuesday at a depth of 12 kilometers. The quake was followed by at least four aftershocks which jolted Kaki and the nearby city of Khour-Mowj. The Persian Gulf Arab states of Kuwait, Qatar and the United Arab Emirates have also felt the shocks from the quake. The Russian company that has constructed the Bushehr Nuclear Power Plant said the quake has not affected the operations in the facility. The plant is located 18 km south of Bushehr and about 160 kilometers away from the quake-stricken region. &quot;The earthquake in no way affected the normal situation at the [Bushehr nuclear] reactor. Around the world the Japanese were praised for dealing with the March 11 earthquake with stoicism and patience. But one year on and there is still an arduous struggle for reconstruction that prevents people from returning their lives to normality. While the government promises that the country's situation is under control, the poor handling of the crisis and widespread misinformation has lead to a lack of trust and fears about radioactive contamination. &quot;Contaminated food is entering the markets throughout Japan. For me this is quite frankly, very worrying&quot;, says a Japanese radiation expert. An increasing number of people don't trust official data and in cities like Tokyo there is a palpable, but often unspoken sense of fear. &quot;The scientists say there is no reason for concern. I would like to believe this but I still worry that the situation could become even worse.&quot; As a proud nation, Japan watched several cherished myths crumble on that fateful day in March, not least the safely of its nuclear power plants. Japan now faces a crucial choice: suppress the events of 2011 or learn from them. </media:text>

        <media:text>An elderly man has been killed when his home was engulfed by flames as fires rage in southern Chile. Homes have been destroyed and hundreds of people evacuated. And strong winds are only making matters worse. Forest fires continued to rage in southern Chile destroying dozens of homes, a wood mill and killing a 75-year-old man in his home as firefighters struggle to contain the flames. The fires have consumed at least 40 homes and forced more than 500 people to evacuate as more towns remain in the path of the fires. More than 25 thousand acres are burnt out so far with fierce winds driving the flames. Firefighters have called in a firefighting helicopter and two planes to battle the blazes. One of several fires in the southern-central Bio Bio region engulfed and destroyed a local wood panel plant early on Monday. Area residents were forced to abandon their homes and wait for evacuation. One resident says his elderly neighbor had been killed in his home before anyone could check on him. Neighbor: &quot;When we went to see, the house was already burnt. I went to see and it was already burned.&quot; The Concepcion and Nuble provinces have been on red alert since Saturday for five fires in the area. Over 500 fire-fighters from Chile and Argentina are working around the clock to control the raging fires.</media:text>

Now, an update on the floods in Thailand. More than 530 people have died. International insurance broker, Jardine Lloyd Thompson, predicts damages to Thailand will hit 30 billion dollars. Some parts of the country have been under water for weeks. Military medical teams are just reaching some of the areas north of Bangkok. They had to travel through water that’s nearly four feet high. The government says nearly 3 million people have been affected by the floods. And there’s also concern about public health. Seriously ill people haven’t been able to get medicine. In Bangkok, the flood still hasn’t crested, and water is creeping closer to the city center.

The same typhoons that struck Thailand are also causing severe flooding in Vietnam. But while the people in Thailand are busting apart dykes, Vietnam’s state-run broadcaster- VTV4- reports a sunnier tale in Vietnam. It says that authorities and people in the southern province are working together to protect their crops.

Female Reporter: Located by the Hậu River, the district of Bassac is home to 13,800 hectares of fruit orchards, the largest in the area. Dyke protection work has been seriously implemented, with both local authorities and people carefully carrying out the work.

Male 1:
We build the dykes ourselves. If there is too much work, we will hire laborers. There are a lot of leaks here, farmers like me are very worried about the protection of the dykes. The government has also helped us with equipment and labor.

Male 2:
We talked to people, making them understand that the protection of the dykes is their responsibility. Then when they need help, we support them.

Female Reporter:
During the flood seasons, the province of Soc Trang has focused on the reinforcement of important dykes in the area, near the river and islet. Local residents protect the dykes 24 hours a day.

Male 3:
So far we have reinforced around 50 kilometers of dykes, which need 340,000 cubic meters of earth. The cost has been around four billion dong, or 192,000 U.S. dollars, of which the local residents have contributed half.

In September, floodwater in the Mekong river delta rose higher than its previous historic level in 2000. Soc Trang province dyke was breached in late October, with estimated damage of around 52 billion dong, or nearly 250,000 U.S. dollars.

According to the latest figures, 170,000 homes have been lost and at least 55 people are dead due to the flooding in Vietnam.</media:text>

Flooding has destroyed 85 percent of Sindh's agricultural crop for this year. Finding adequate drinking water has become a great challenge and a heavy burden for residents.

Meanwhile, in North Korea, children face an even grimmer reality. The World Food Program released a rare video taken inside North Korea in mid-August. The UN agency says that after summer floods, a third of all children under five are malnourished. Here’s a report from the World Food Program.

Last winter was particularly cold, and the earlier crop of potatoes and barley was poor, so rations have been cut to a few small potatoes a day per person, almost one third of what they were. To make matters worse, recent heavy rains and typhoons have been wreaking havoc, destroying roads and bridges. 64 years old ??!! has just retired but now must rebuild his home. He told me that he and his family barely escaped alive when the roof collapsed during a recent storm, and he now he sleeps under a plastic sheeting, draped over some rescued furniture. This field of rice has almost entirely rotted from the rain. Local officials are alarmed.

Kim Min-Won, Cooperative Farm Manager:
They say in Chung-Dong province that almost 60% of rice crops have been lost. The flooding and cold winters hitting the most vulnerable the hardest. The number of malnourished children being admitted to the Haeju Pediatric Hospital has increased by 50%. Polluted water has brought on diarrhea and skin disease. But even in the best of times, North Korea struggles to feed itself. These boys at Haeju’s orphanage are old enough to be in high school, but they look much younger. It’s the knock-on effect of chronic hunger.

Claudia Von Roehl, Country Director, WFP DPRK:
There is a very high rate of children, and also adults who are actually much shorter than you expect them to be. And why does this happen? Because it is a long story of suffering.

Reporter:
These seven-year-olds are staying indoors today, they are too weak to play outside, they will receive an extra meal but it’s not enough. The World Food Program supplies soy to the school, but it’s running out.

Claudia Von Roehl, Country Director, WFP DPRK:
The World Food Program is here in order to assure, to do fact-finding missions in order to be able to be able to reliably tell the international community that their help is, first of all, needed, and second, that it reaches the children that it is meant for.

Reporter:
This factory usually produce fortified biscuits for children. WFP supplies the wheat, oil, sugar, vitamins, minerals, and spare parts, but it had to stop production when the wheat ran out.

Food is on the way, but it’s in the race against time. This ship is carrying more than 11,000 metro tons of wheat from WFP. Some will go to the biscuit factory, so every grain must count.

Jonathan Dumont, WFP Head of TV:
What North Korea can’t produce it must import, and with rising food prices and limited trading partners, it’s increasingly dependent on the international community to fill the gap.
