The final chapter in the escape of Saif al-Islam Gaddafi was written by a Libyan nomad, known as the "the son of the desert." Desert guide Yusef Saleh al-Hotmani was behind the capture of Saif al-Islam. Al-Hotmani said that Saif hired him to guide him to the Niger border in exchange for one million Euros. However, al-Hotmani called the Zintan revolutionaries and informed them of the details of the operation on the night of November 18. The revolutionaries and members of the desert guide's al-Hotman tribe set up an ambush and captured Saif. The guide said he didn't trust Saif and knew that Saif wouldn't pay and would kill him after guiding him to the border with Niger. Meanwhile, International Criminal Court Chief Prosecutor Luis Moreno-Ocampo said that Saif al-Islam could be tried in Libya if the Libyan judiciary is able to do so. However, Ocampo warned that there has to be a judicial process that shields the suspect from facing intentional justice. He further said that the former intelligence chief, Abdullah al Senussi, has not been arrested.

Guest, Male #2 (Luis Moreno-Ocampo, ICC Chief Prosecutor)
Saif was captured so we are here to seek cooperation. In May, we issued an arrest warrant because the Libyans were not in a position to achieve justice in Libya. Now the Libyans decided to achieve justice. If they can do it, we'll help them achieve it. The ICC mobilizes only when the national system cannot. This is why I'm here, to find out what the Libyans are planning to do and also to seek cooperation. </media:text>

International Criminal Court Chief Prosecutor Luis Moreno-Ocampo said Saif al-Islam al-Gaddafi was involved in the planning of attacks on civilians in Libya and in hiring mercenaries to prevent the downfall of Colonel Gaddafi. Ocampo also said he has information that indicates some mercenaries are trying to help Saif al-Islam flee Libya. He called on all states to obstruct the plan.

This was Saif al-Islam al-Gaddafi's last public appearance after Tripoli's fall at the hands of the Libyan National Council's forces. And just as he suddenly appeared, Saif al-Islam disappeared again and became a fugitive in Libya; a fugitive alongside Intelligence Chief Abdullah al-Senussi. Both men are accused of committing crimes against humanity. Libya's new rulers want to see them behind bars, and the same applies for the International Criminal Court. The court's chief prosecutor spoke of negotiating Saif al-Islam's surrender terms after discussing the issues the man will face if he is imprisoned or decides to surrender.

Guest, Male # 3 (Luis Moreno-Ocampo, ICC chief prosecutor)
Saif, alongside Muammar al-Gaddafi, is accused of waging a killing and persecution campaign against political dissenters. These two crimes were carried out as part of a wide-scale organized campaign against civilians. These are crimes against humanity according to the seventh article of the Rome Statute. Al-Senussi is responsible for killing or commanding the operation of shooting and killing civilians.

Reporter, Male # 2
Ocampo also expressed fear over Saif al-Islam's ability to flee with the help of mercenaries to a state that does not recognize the ICC. It seems Algeria is a possibility. On one hand, Algeria does not recognize the ICC, and on the other, several Gaddafi family members have sought refuge in the country. The man then spoke of the accusations directed against the former Libyan regime. But he did not discuss the accusations against NATO and the Transitional Council's forces of committing war crimes. NATO has repeatedly denied the accusations of targeting civilians while the Council vowed to hold responsible all those convicted of killing or violating the rights of al-Gaddafi's supporters.

Chief prosecutor of the International Criminal Court, Luis Moreno-Ocampo, announced the arrest of Saif al-Islam al-Gaddafi, for whom the ICC had issued an arrest warrant on charges of crimes against humanity. Ocampo expressed his hope that Saif al-Islam would soon be extradited to Holland for his trial in The Hague. Thirty-nine-year-old Saif al-Islam appeared to be following in his father's steps. Contrary to what was said about his political openness, he made heated statements condemning the revolution.

For years, Saif al-Islam al-Gaddafi played a prominent role in the political life of his father's regime without any official position. Saif al-Islam, the oldest son of Gaddafi's second wife, was born in Tripoli on June 25, 1972. He is the second oldest of Gaddafi's eight children. In 1995, he obtained a degree in architectural engineering from Tripoli's al-Fateh University and a PhD from the London School of Economics. He began his political activities outside Libya in 2000, when he attended negotiations over the release of western hostages in the Philippines. In 1997, he established the Gaddafi International Foundation for Charity Associations. He acted as mediator in the case involving Bulgarian nurses, who spent eight years in Libyan prisons, and helped release them in 2007. He took part in negotiations regarding compensating the families of victims of the commercial plane crash in Lockerbie, Scotland in 1988. He also pushed for compensations to the victims of the UTA flight that crashed in Niger a year later. Saif al-Islam wanted to introduce his country to private media networks and succeeded in 2007, when Libya's first private television channel and two newspapers were launched. However in 2009, they were either nationalized or shut down. Saif al-Islam al-Gaddafi's anticipated presence in the criminal court will be the first of its kind for the Arab dictatorial regimes. </media:text>

The International Criminal Court issued arrest warrants for the Libyan Colonel Muammar al-Gaddafi, his son Saif al-Islam, and his intelligence chief Abdullah al-Sanussi.

Presenter, Male #1
This came after Attorney General Luis Moreno-Ocampo's request to issue the warrants under allegations of crimes against humanity. It is worth mentioning that in the request he submitted to the ICC this past May, Ocampo indicated that he had obtained evidence proving that Gaddafi gave orders to kill protestors and that he committed crimes against humanity.

After the Sudanese President Omar Hassan al-Bashir, Gaddafi has become the second Arab leader wanted by the International Criminal Court. On May 16, the ICC attorney-general, Luis Moreno-Ocampo, requested arrests warrants for Gaddafi, his son Saif al-Islam, and the Libyan intelligence chief under accusations of crimes against humanity. The number of Libyans killed since the Libyan revolution began is not known for certain but is estimated at over 3,000. With the ICC's decision, Gaddafi went from being the "King of Kings in the African Continent" to a wanted man by justice. This is the scene witnessed by countries of the world. In his lengthy speech given in late February, described by some European leaders as "very very frightening," Gaddafi threatened his citizens of using force against those he referred to as "inciters" hired by foreign institutions. He considered them gangsters, rats, mercenaries, and addicts of hallucinogens, and said they did not represent the Libyan people. As protests escalated, he delivered on his promise and used warplanes to bomb neighborhoods of cities that revolted against his 42-year rule. As he was about to bomb Benghazi, the announcement of a no-fly zone imposed on the city prevented him from targeting it. He relied entirely on his security battalions and mercenaries to attack revolutionary strongholds and cities using Grad rockets and artillery shelling. Large numbers of civilians and revolutionaries were killed and residential neighborhoods completely destroyed. In addition, there has been a wave of displacement due to the severe shortage of basic supplies, the cutoff of drinking water and electricity, and the depletion of oil byproducts. The situation deteriorated as members of Gaddafi's battalions confessed to committing atrocities, such as killing soldiers who refused to take part in opening fire on civilians, executing doctors and others who would not swear allegiance to Gaddafi, raping women because they were from rebelling cities, attempting to poison drinking water to kill as many people as possible, and brutally torturing a number of victims. Gaddafi's son Saif al-Islam is seen as a direct accomplice in the atrocities that Libya has been witnessing. This past February, he described the protests as a major strife and warned of a civil war. He also accused many protestors of using narcotics and hallucinogens. Gaddafi has been in hiding since NATO escalated its bombing of Tripoli and still remains out of sight. The Libyan people are continuing their revolution even if it means more sacrifices in the path to ending this leader's rule. Data shows that he has squandered the wealth of Libya on personal ventures, which have done nothing but fuel anger in the country. </media:text>

At least five people were killed in Gaddafi forces' shelling of the port of the besieged city of Misurata. A spokesman for the revolutionaries estimated an increase in the number of Libyan and foreign victims. The revolutionaries in Misurata were able to repel fresh attacks by Gaddafi's security forces.

Misurata insists on the option of a free Libya. It does not rest; its revolutionaries are resisting the siege and gunfire from Gaddafi forces. In the eastern area of Tamina, battles raged to prevent the advance of the Tripoli regime's soldiers. On the southern front, in the region of al-Ghiran, the revolutionaries repelled the security forces' attack after a fierce battle. They managed to force the retreat of some of the battalion but the end of one battle in Misurata only signifies the beginning of another. Information flows while images of the events in Jabal al-Gharbi remain scarce. The colonel's followers appropriate the land and those on it in order to recapture areas that proclaimed their rejection of Gaddafi's rule and family. Talks emerged on extensive security measures in anticipation of an attack on the Wazen border crossing with Tunisia, as dozens of armored vehicles and Grad missiles are being deployed to the area. Gaddafi's forces continue the attempt to storm the city of Nalut from the southern side. The battles have pushed thousands of Libyans to flee the uneven flames of war. According to the High Commission for Refugees, 80,000 people have recently fled Jabal al-Gharbi to southern Tunisia. Those displaced, most of whom are Amazigh, arrived in Zhiba, which was targeted by the security battalions? missiles. After crossing the border, the days of living in tents begins as the commander wants more days in power. He shells and displaces his people but wants a ceasefire.

Guest, Male # 2 (Abdul Ilah al-Khatib, UN's Special Envoy for Libya)
For the Libyan authorities, a ceasefire must be accompanied by an end to the attacks by NATO, in order to pave the road for national dialogue. The Transitional National Council, on the other hand, indicated that a ceasefire will not be sufficient to end the conflict in Libya if it is not directly linked to the departure of Colonel Muammar al-Gaddafi and his family.

Reporter, Female # 2
The Libyan colonel is facing the revolutionaries' rejection of his offer and attempts to drag him to the International Criminal Court. It wasn't a hard task for the head of the court, Luis Moreno-Ocampo, to find conclusive evidence of the crimes committed against the Libyan people since they raised the Libyan flag of independence. Ocampo hinted at resorting to NATO action to implement the court's decision to arrest Gaddafi unless he surrenders, along with other wanted figures. These attempts coincide in order for British destroyer Liverpool to be able to legally shell targets of the colonel's leadership. The days of war and the list of victims are prolonged, but so is the revolutionaries' will to create a new Libya.

Turkish Prime Minister Recep Tayyip Erdogan called on the Libyan leader Muammar al-Gaddafi to relinquish power immediately and leave Libya. Erdogan said that Gaddafi has a historic responsibility to save the Libyan people and stop the bloodshed. He said Gaddafi should make a historically significant step and hand the security of Libya over to its real master, the Libyan people. NATO said that it is searching for a naval mine floating near Misurata's port that is adversely affecting the process of evacuating African workers and wounded people trapped at the port. NATO's commander in Italy, Admiral Rinaldo Veri said that Misurata port is not shut down and that coalition forces are trying to secure a passageway into the port.

Guest, Male #1 (Rinaldo Veri, NATO Military Spokesman)
I want to say that Misurata port is not completely shut down. What we're doing now is trying to comb the area in search of the floating naval mine. When that ends, we will open the port again through a secure passageway. We will also work with different ships so that they can enter Misurata.

International Criminal Court Chief Prosecutor Luis Moreno Ocampo said there is strong evidence that the Libyan leader Muammar al-Gaddafi's forces were involved in crimes against humanity in Libya. Meanwhile, sporadic battles continue around the city of Misutara between the opposition and Gaddafi's forces.

Gaddafi's forces launched a new attack on the besieged city of Misurata, which has been controlled by opposition fighters for several weeks. This attack represents a new episode in the series of sporadic battles around the city between the two sides. Several of Gaddafi's tanks tried to invade the city but were confronted by NATO warplanes' air strikes, which foiled Gaddafi?s attack. The result of these battles includes 14 deaths and dozens of wounded who were transported to the hospitals still functioning inside the city. The hospitals are suffering from a scarcity of medial supplies. On a humanitarian level, Gaddafi forces' mortar shells have destroyed dozens of homes, displacing hundreds of people who can only stay in temporary tents out in the open until God says otherwise. In the capital Tripoli, thousands of people participated in the funeral for Saif al-Arab, Gaddafi's youngest son, and three of his grandchildren who were killed in a NATO air strike. Saif al-Islam attended the funeral, which witnessed a number of political slogans that demanded France and the West halt air strikes and demanded Washington approve the initiative proposed by Gaddafi days ago, which includes a ceasefire. For his part, International Criminal Court Chief Prosecutor Luis Moreno Ocampo announced he had strong evidence concerning the involvement of Gaddafi's forces in crimes against humanity, asserting that he will request the international court to issue five arrest warrants in the matter. However, he refrained from mentioning the names included in these warrants. Ocampo added that during the Libyan protests, Gaddafi approved the issuance of orders to open fire on civilians, organize arrest campaigns, torture civilians who were merely linked to protestors, in addition to hundreds of forced disappearances.
