President Obama more closely aligned himself with the Israeli government’s terms for resuming peace talks with the Palestinians Thursday as he continued his visit to the region. Speaking in the West Bank city of Ramallah, Obama urged Palestinians to drop their longstanding demand for Israel to halt settlement construction on Palestinian land as a precondition for talks.
President Obama: &quot;What I shared with President Abbas, and I will share with the Palestinian people, is that if the expectation is, is that we can only have direct negotiations when everything is settled ahead of time, then there’s no point for negotiations. So I think it’s important for us to work through this process, even if there are irritants on both sides.&quot;
Obama had previously backed the Palestinian demand for a settlement freeze at the start of his first term. On Thursday, Obama said the Israeli settlements are not &quot;constructive&quot; or &quot;appropriate,&quot; but he stopped short of calling them illegal, a point stressed by Palestinian President Mahmoud Abbas.
President Mahmoud Abbas: &quot;Regarding the issue of settlements, it is not only our perception that settlements are illegal, but it is a global perspective. Everybody considers settlements not only a hurdle, but even more than a hurdle, towards the two-state solution.&quot;
Protester Heckles Obama over Israeli Killings, Rachel Corrie Death
President Obama gave a key address to Israeli students in Jerusalem on Thursday, where he was interrupted by a heckler. The protester was an Arab-Israeli student named Rabiyah Aid. He told the Israeli newspaper Ynet he had called out to Obama: &quot;Have you really come to promote the peace process or to provide Israel with more weapons to kill the Palestinian people? On your way here did you see the [West Bank] fence or the killer of Rachel Corrie?&quot; Rachel Corrie was the U.S. student crushed to death by an Israeli bulldozer in Gaza on March 16, 2003, while attempting to block the demolition of a Palestinian home.
Obama Acknowledges Plight of Palestinians in Jerusalem Speech
During his speech to Israeli students, President Obama touted U.S. investment in Israel’s Iron Dome missile defense system and reiterated his support for Israel to &quot;defend itself.&quot; He also called for peace under a two-state solution and acknowledged the plight of Palestinians under Israeli occupation.
President Obama: &quot;Put yourself in their [Palestinians’] shoes. Look at the world through their eyes. It is not fair that a Palestinian child cannot grow up in a state of their own, living their entire lives with the presence of a foreign army that controls the movements not just of those young people but their parents, their grandparents, every single day.&quot;
President Obama also invoked the threat of a nuclear-armed Iran during his speech, repeating his past statement that &quot;all options are on the table.&quot;</media:text>

        <media:text>On Day 3 of Operation Pillar of Defense, IBA reports that rockets continued to pound deep within Israel. Over 500 missiles have been launched into the country since Wednesday. Hamas fired its first missile at Jerusalem, and air raid sirens were sounded there for the first time since the Gulf War 20 years ago. Rockets were also launched at the central city of Tel Aviv for the first time since the 1991 regional conflict. Over 90 rockets have hit southern Israel cities bordering Gaza, including Ashdod, Ashkelon, and Beersheba, causing significant damage but no casualties. The Iron Dome intercepted about 55 of the rockets. Israeli air strikes hit the Hamas Interior Ministry building and the house of a Hamas commander for southern Gaza.

Armored personnel tanks were seen heading to the border areas, as IDF units prepared for a possible invasion as part of Operation Pillar of Defense, after Defense Minister Ehud Barak issued a decision to call up 30,000 reservists for a possible extended ground incursion into Gaza. IDF Chief of Staff Benny Gantz approved 16,000 call-ups.</media:text>

        <media:text>While making a previously unscheduled visit to an Iron Dome battery station near Ashkelon in the afternoon, Israeli Prime Minister Benjamin Netanyahu promised local residents that Israel will fortify all homes within seven kilometers of Gaza, a larger area than the previous 4.5 kilometers, and stated that Israel did not initiate the current round of violence, but is prepared for a wider operation if needed. The prime minister said that he decided to accept the recommendation of the Defense and Home Front Ministries to widen the areas around Gaza that will receive full protection against rocket and mortar fire. The fortification will affect some 1,700 homes near the border.

A Grad rocket launched from Gaza was intercepted by the Iron Dome system in Beersheba. Earlier, a shorter-range Qassam rocket exploded near the town of Netivot. There were no casualties or damage reported in the attacks. The IDF believes that the rockets were fired by small splinter terrorist groups and not by Islamic Jihad, which was behind the bulk of the rocket fire into Israel since Friday.         <media:text>A fragile truce between Israel and Gaza terrorist organizations remains in effect today, but tension still looms in the south. While it appeared that both Israel and the terrorist groups in Gaza were respecting an informal Egyptian-brokered ceasefire, the effects of the weekend's violence could be felt in towns like Netivot, where a rocket exploded in a parking lot last night, injuring one person, while eleven other residents suffered from shock.

Schools across the south were reopened today. Minister of Education Gideon Sa'ar told Army Radio he was pleased that students were going back to school, but he acknowledged that rockets were still being fired, and that the government could not promise that the cross-border hostility was over, saying that &quot;We live in a situation where we can't guarantee a zero chance of being hit by rockets.&quot; Residents of the south who missed work this week because their children were home from school due to rocket attacks will be compensated. The government decided to reimburse parents following a meeting with the Histadrut national labor union.

In response to the rocket fire from the previous night, Israeli Air Force planes struck two sites of terror activity in northern Gaza in the morning, recording direct hits at both. At least eight rockets have struck Israel since the ceasefire went into effect; 304 rockets have been fired from Gaza since Friday. The IAF has completed 19 air strikes against terrorist rocket launching cells, with 14 of the hits coming before the terrorists could fire their rockets. The Iron Dome system has shut down 56 rockets in 71 attempts a 79 percent success rate.</media:text>

        <media:text>After absorbing some 200 rockets, life is slowly returning to normal in southern Israel. A tense quiet has prevailed in the south since the Egyptian-brokered ceasefire went into effect at one in the morning. But three projectiles did come towards Israel from the Gaza Strip since that ceasefire and truce, and many in the area believe that the violence is set to continue, and are encouraging the government to engage in more decisive action towards inside the Gaza Strip to root out the terror cells responsible for the incoming rocket fire.

In the meantime, the Iron Dome missile defense system continues to intercept incoming rockets at a relative success rate of around 90 percent. Each time the Iron Dome is deployed, it costs USD 50,000. But with an ominous warning from IDF Chief of Staff Lieutenant General Benny Gantz that all of Israel remains under threat, many Israelis are demanding that more of the systems be deployed all over the country no matter what the cost.</media:text>

        <media:text>Over the last four days, some 200 rockets have been fired into Israel from Gaza. Most of them have either fallen harmlessly into open fields or have been intercepted by the Iron Dome defense system. However, a few missiles did cause some damage.

Gaza terrorists fired more than a dozen rockets at Israel's Negev community as the escalation on the country's southern border entered its fourth day. Code red alerts and air raid sirens sounded frequently across the entire southern region in the Gaza vicinity communities in Sderot, to Be'er Sheva, Ashdod, Ashkelon and Gan Yavne, followed by the sounds of exploding projectiles. Islamic Jihad claimed responsibility. At least 5 Grad rockets were fired at Be'er Sheva, and the Iron Dome battery station in the area was successfully engaged numerous times; at least seven missiles were intercepted. Two rockets were fired at Ashdod and both were intercepted by Iron Dome; no injuries or damage were reported. Rockets were also reported in the area of the Shar Negev regional council and near Gdera.

In Ashdod, a Grad rocket fired from Gaza slammed into the center of the city. Cars were demolished and storefronts damaged. An 80-year-old woman was hit by flying glass and received lacerations. Others in the area suffered shock. Until then, Ashdod had remained relatively untouched by the rocket fire, because those aimed at the city were shot down by the Iron Dome missile defense system. 

Meanwhile, in Gaza, Israel Air Force air strikes targeting rocket launching operations killed three terrorists this morning. The IDF said it carried out nine air attacks against rocket-launching sites and a weapons storage facility. Islamic Jihad said two of its terrorists were killed in two separate raids, one while on a motorcycle. IDF sources say the air strike targeted an ammunitions store on the ground floor of a residential building. Palestinian sources say the strike had been aimed at the commander of a network of missile-firing cells.

Israel officials have made clear that they do not intend for the air strikes to expand into a ground war. Nonetheless, Deputy Prime Minister Moshe Ya'alon said the possibility of a ground offensive did exist, saying Israel would keep targeting terrorists and their infrastructure in Gaza until terror groups internalized that it is not in their interest to fire at Israel.</media:text>

Some 20 of the system's interceptor missiles fell from a vehicle at an IAF storage unit as they were being loaded onto a truck for maintenance. Apparently the ammunition was improperly secured in and dropped several meters to the ground, causing damage to the missiles but no injuries. While the rockets did not explode, the damage is estimated at hundreds of thousands of dollars and some of the munitions were declared unusable. </media:text>

Defense minister Ehud Barak praised the chief of staff for deploying the system ahead of schedule. The Ashdod mayor welcomed the good news at the start of the school year, and said it will give parents and children a sense of security. </media:text>
