The pictures of dead al-Sahwa members were hung in the streets in their memory, while there is a perpetual fear that the remaining fighters will be targeted. The al-Sahwa militia in Iraq is caught in between a rock and hard place. Al-Qaeda and other parties still target its members. Their eyes are filled with fear, and their psychological and financial condition is sorrowful.

At the end of 2006, Iraq's tribal members were enlisted in what is known as al-Sahwa councils with the US and Iraqi forces to fight al-Qaeda, which has been largely weakened compared to the past. Many al-Sahwa members were killed, causing much controversy over the militia's approach and the motives of its establishment.

Other American commanders confirmed there is compelling evidence that local authorities, especially the governors, have been stealing funds allocated to public projects, and offering them to insurgents in exchange for a promise they would not attack projects they are sponsoring.

It seems the evil of armed groups and Takfiri gangs have not been limited to security and the theft of the citizens' lives since the downfall of the former regime. They have also been stealing Iraq's money, directly or indirectly, by imposing fees on companies and contractors in exchange for not attacking any of their projects, sometimes demanding almost 50 percent of the project's funding. This was indicated in an American report, and Congress has questioned the allocation of these funds, and the parties responsible for wasting them.

This is the stumbling block hindering Iraq's economic progress. Experts say this is also a legal case, and the government must impose regulations and prosecute those responsible.

A number of explosions rocked many Iraqi cities today. From Baghdad, we are joined by journalist Abdallah Badran. Mr. Badran, what are the latest developments on the events?

Yes, today, the Iraqi capital Baghdad witnessed the injury of dozens of people, including security forces, when a car driven by a suicide bomber exploded in northern Baghdad. In addition, security forces were injured in southern Baghdad, in the Alilam neighborhood, after an explosive device was detonated. The Chairman of Iraq's Technical Education Commission, Mahmoud al-Mulla, escaped an assassination attempt. A booby-trapped vehicle blew up near his motorcade in Baghdad's al-Mansour district, west of Baghdad. These have the most powerful explosions seen in Iraq since the beginning of the year. In Wasit province, an explosive device and a booby-trapped car targeted the market in the heart of Kut, the center of the province. This led to the killing of 34 people and the injury of over 70. Al-Najaf also witnessed a twin car bomb attack, which targeted a checkpoint in the center of al-Najaf and led to the killing of six people and the injury of over 60. Karbala was also the victim of a car explosion that targeted the al-Hindiyah police headquarters in eastern Karbala. As for Ninewa province, one civilian was killed and two others were injured in a sticky bomb that was placed on an electric pole. Another civilian was killed in a sticky bomb in al-Fisaliya district. Babel witnessed an explosion in the northern town of Iskandariyah. The worse explosions after Wasit took place in Diyala province, where five people were killed and over 17 were injured, including three security forces, in a booby-trapped car that exploded in the town of Bani Sa'ad. There was also an armed attack on an Iraqi army checkpoint in northeastern Baqubah, in which four soldiers were killed. A number of police members were injured in a roadside bomb explosion that targeted their patrol in the town of Kanaan. Fourteen people, including security forces, were hit by twin explosions that targeted the passport office in northeastern Baqubah. One policeman was killed and another was injured in an attack on a checkpoint.

So Mr. Abdallah, there was a large number of explosions and victims. You can barely catch your breath. How do you explain all these explosions seeing that it was calm at the beginning of Ramadan, and lasted until the middle of the month?

Yes, in truth, it's not unusual in light of the political and security situation in Iraq. The political coalitions have still not reached an agreement on the candidates for the interior, defense, and national security ministers, and the head of the intelligence agency. Iraqi Prime Minister Nouri al-Maliki is still the head of the government and the head of the intelligence agency, and the minister of defense, and the interior minister, and the minister of national security. For this reason, the political dispute is being reflected in the security situation. This is what Iraq is witnessing right now. There is a security agreement. The Americans are trying to keep their forces in Iraq or at least, the proposal is to maintain a force that would train Iraqi security forces. There are also regional pressures. Twenty-three Iraqi citizens have been martyred and nearly 30 others wounded in two booby trapped car attacks in central Diwaniyah province.

Governor Salim Hussein Awan, who survived the attack, held a meeting with the head of the provincial council to discuss the ramifications of the blast and the needed security measures.

Twenty-two people were martyred, including the photographer of the Afaq satellite channel, and 30 others were injured in two booby trapped car explosions carried out by two suicide bombers. The attacks targeted the Diwaniyah governor's residential compound in the center of the city. The attacks also caused massive property damage to nearby buildings, homes, and cars. Among the dead were residents and police officers.

We are security officer assigned to the compound. We stop everyone who passes through the area. We take their information and hand it to the commanding officer. As we were waiting for a decision from the commanding officer, the cars blew up. I don't know how many victims there were. I passed out.

Everything was normal.  Then all of the sudden an explosion occurred. At first I didn't know what type of explosion it was. I was thrown up in the air.

I don't know how it started. The two cars exploded simultaneously near the gate of the compound.

The head of the province's security agency confirmed that the breach was the first of its kind in al-Diwaniyah. He added that the targeting of the city is part of a terror plan aimed at undermining stability and security in stable provinces. The official said heightened security measures will be enforced to prevent a repeat of such an incident, in addition to opening an investigation to understand the circumstances around the event.

In truth, it is part of the terror plan that is targeting all of Iraq. I believe there was some intelligence on the entry of a booby-trapped car into the city of al-Diwaniyah. There have been heightened security measures in the past few days but it is really the first breach of its kind in al-Diwaniyah. God willing, additional measures will be taken.

It is worth mentioning that al-Diwaniyah witnessed intensive security measures due to the bombing, including the closure of city's entrances and exists, and streets leading to the province's government headquarters. According to observers, the security breach by the booby-trapped vehicle is a serious indicator of the stability and security of the province, which requires the placement of new plans to prevent a repeat of such an incident. </media:text>
