<title>US Aids French Military Operations in Mali</title>
        <link>http://news.linktv.org/videos/us-aids-french-military-operations-in-mali?start=0</link>
<description>France is in its fifth day of an offensive to oust rebels that have held much of Mali's northern region since March -- an area larger than Afghanistan. The strikes have reportedly killed 11 civilians, including three children fleeing the bombardment of a camp near the central town of Konna. The United Nations estimates as many as 30,000 may have been displaced since fighting began last week. The United States has backed the offensive by helping transport French troops and making plans to send drones or other surveillance aircraft. It is aiding a fight against Malian forces that it once helped train, only to see them defect and join the Islamist rebellion. We discuss the latest in Mali with Al Jazeera correspondent May Ying Welsh, who has reported from Mali's north; and with freelance journalist Hannah Armstrong, a fellow of the Institute of Current World Affairs who joins us from the Malian capital of Bamako. Electronic cards were distributed to displaced Syrians in Turkish camps, and despite their displacement, Syrian refugees are trying to adapt to their new reality.

Reporter, Female #3
Despite their displacement, the conditions of Syria's refugees behind the Syrian-Turkish border is much better than those who were unable to cross the border. In the Turkish camps that are spread along the border, the displaced live in premade houses, as aid agencies are working on providing them with food and clothes. Finally, the World Food Programme and the Turkish Red Cross have set up a plan to distribute electronic cards to thousands of refugees. The cards come with a specific monthly allowance so refugees can buy necessary food items from large retailers in the border areas.

Guest, Male #1 (Daly Belgasmi, World Food Program Regional Director)
The World Food Program and the Turkish Red Cross developed this card. It's a type of credit card that allows Syrian refugees to make purchases at large retail stores full of fresh produce.

Syrian families haven't been satisfied with the modest aid they receive that includes bread and food. They decided to bring some of their traditions to the Kilis camp. Winter is near, and the crisis is long, so women decided to take advantage of their down time here to prepare their pantry. The equipment available in the houses motivated women to cook food, so that their fragmented family can be reunited at their modest dining table. While international agencies and organizations are trying to provide the displaced Syrians their basic needs, their increasing numbers in neighboring countries threatens a nearing humanitarian crisis.</media:text>

A film broadcasted on an Israeli channel last night showed the violations that prisoners are subjected to by the prison administration. This comes as the High Follow-Up Committee for Prisoner Affairs organized its weekly sit-in in front of the Red Cross's headquarters in the city of al-Beira, to condemn the policy of deliberate mass murder pursued by the prison administration against prisoners.

Reporter, Male #1
We hear about their suffering, but we don't see it. And no matter how much we describe it, we find ourselves unable to express the reality of what is happening to the free people behind prison bars. The Israeli Channel 2 broadcasted a film that portrays the occupation soldiers' violations of prisoners' rights through raids and mistreatment. They beat prisoners and opened fire on them.

Guest, Male #3 (Ziad Abu Ein, Deputy Minister of Prisoners' Affairs)
As they say, &quot;their words incriminate them.&quot; If we spoke of it through our Palestinian channel, they would have doubted our stories. But when it's shown in the Israeli media and confirmed through the Israeli media, this is proof to the whole world that there is a systematic Israeli policy that targets the humanity of Palestinian people inside Israeli prisons. It is also the cause behind the death and martyrdom of dozens of Palestinian prisoners inside Israeli prisons.

Guest, Male #4
This is the last warning to all prisoners. If you come out and lay face-down on the ground, we will not shoot you.

Reporter, Male #2
Prisoners are not only subject to physical torture. Every day, the occupation produces new torture methods and tools, be they physical or psychological. With them, they attempt to terrorize prisoners, and kill the resistance growing from their hearts, after many years have been taken from their lives, years they've spent in prison.

Guest, Male #5
It was the first time I saw this weapon. It hits your body, then explodes. The minute it hits you, it explodes. I never saw it outside of prison. Even in foreign movies, I never saw it. I couldn't tolerate it when it hit my back. Imagine if it hit me in the head or eye, or in a sensitive area.

Reporter, Male #2
Very few think about what happens behind closed doors in the occupation's prisons, except for these mothers, whose hearts bleed because their sons and husbands have been away for so long.

Guest, Female #1
I haven't seen my son for a year, and there's been no verdict for him. I wish that they would care about the mothers, and allow them to see their children, if even once a year. I watch TV every day to find out when they will start issuing security permits. They've been saying that a mother will be allowed to visit her son once every three or six months. I want to see him, and I hope that you can deliver my message, so I can see my son.

Reporter, Male #2
In prison, lessons are learned and stories are told, and hopes are mixed with pain, for a day of redemption still to come. And every day that passes feels like a whole lifetime for the heroic prisoners inside the occupation's prisons, who hope and wait for a much-delayed reunion. Khaled Motawea, Palestine TV.

A peacekeeping delegation has arrived to Damascus as military operations and clashes have spread to Deir Ba'alba and other neighborhoods in Homs. Moscow announced that the opposition will not defeat the Syrian army, even if it's fully armed by the West.

Reporter, Male #2
The opposition's Local Coordination Committees announced that 74 people have been killed in clashes between anti-riot regime forces and the Free Syrian Army. The committees posted videos online allegedly showing Syrian forces deploying helicopters to shell certain areas, notably the city of Taftnaz near Idlib. Meanwhile, the campaign of shelling, clashes, raids, and arrests continued across various regions, including Hama. The military clashes between the regime's army and the so-called Free Syrian Army have spread from the Baba Amr neighborhood to Deir Ba'alba in Homs Province, which tops the list of Syria's most battered regions.

Reporter, Male #2
The Local Committees also announced the death of a man and his son by indiscriminate gunfire in al-Qisour neighborhood in the city of Homs. In addition, a civilian and four defectors were killed in clashes with Syrian regime forces that attempted to storm the Deir Ba'alba neighborhood in Homs. Furthermore, three civilians, including a woman, were killed by a shell that fell in the city of Talbisa. The village of al-Za'afran in the countryside of Homs is witnessing heavy artillery shelling. Also in al-Za'afran, several people were injured in clashes between the regime's forces and defected groups. Clashes were less tense in the city al-Qusayr and its fields. On the other side, the official SANA news agency announced that an armed terrorist group has set ablaze a Red Crescent food and medical aid center in the Qarbis neighborhood of Homs.

Reporter, Male #2
Politically, Russian Foreign Minister Sergei Lavrov said the Syria opposition will not be able to defeat President Bashar al-Assad's forces, even it is fully armed. During a visit to Azerbaijan's capital, Baku, Lavrov said it's as clear as the sun that even if the Syrian opposition is &quot;armed to the teeth&quot;, it will not be able to defeat the government's army. Instead, there will be slaughter that will last many, many years, and mutual destruction. Lavrov renewed his criticism of the Friends of Syria conference, saying the pro-opposition Western and Arab allies are seeking to prevent any talks with the Assad regime. He added that the Friends of Syria want the opposition to reject talks, and that through their resolutions, they are seeking to finance the opposition and impose new sanctions on Damascus.</media:text>

Unexploded rockets litter the ground, meaning the area is still too dangerous, even for the Red Cross. The powerful blast destroyed homes in the surrounding area and even blew out windows miles away in Kinshasa, capital of the neighboring DRC. Victims whose houses were flattened are now asking why an arms dump containing bombs up to 250kg (550lbs) in size was located so close to a residential area. Participants in a solidarity sit-in organized in front of the Red Cross in Tulkarm called for supporting the prisoners in the occupation's prisons, in particular prisoner and hunger striker Kifah al-Hattab, and female prisoner Hana al-Shalabi.

Reporter, Male #2
On the eve of March 8th, a large protest was organized in support of hunger strikers Hana al-Shalabi and Kifah al-Hattab. In attendance were representatives of the General Union of Palestinian Women, commissions, institutions, organizational bodies, and the families of the prisoners in the district of Tulkarm. The families expressed anger at the occupation's prison administration for stalling the prisoners' demand for a response, and delaying their release.

Guest, Female #1 (Nada Tobar, Women's Union Representative)
Palestinian women have always insisted on standing side-by-side with the men, in all fronts and struggles. A shining star of our people, sister Hana al-Shalabi, continues her strike and is now on her 20th consecutive day of hunger strike. Kifah is also still on strike. Through this act, she is raising her voice, demanding to shed light on the issue of prisoners who are harassed on a daily basis.

Reporter, Male #2
This is the ninth consecutive day that prisoner Kifah al-Hattab has been on a hunger strike to demand his legitimate and human rights as a prisoner of war, in accordance with the Third and Fourth Geneva Conventions. He has refused to stand for the daily count, and wear the occupation's prisoner uniform.

Guest, Female #2 (Wife of Prisoner on Hunger Strike Kifah al-Hattab)
He insists he is a prisoner of war; at the end of the day, they are all prisoners of war. God willing, more actions will be taken. We care about the issue of all prisoners in general. But, in reality, we don't know what awaits him, and we're very scared for him.

Reporter, Male #2
Families of the prisoners and those liberated from imprisonment called for wide-scale participation in solidarity events with the prisoners' movements in the occupation's prisons, and especially during this upcoming phase, as the prisoners are getting ready to wage a series of struggles to put an end to their suffering.

Guest, Male #3 (Mohamed Sabah, Former Prisoner)
The popular movement and the prisoners' movement need broader participation. And the prisoners' movement deserves much more action. We hope all communities of our Palestinian people will take part in this movement.

Guest, Female #3 (Wife of Prisoner Abbas al-Said)
We need broader mobilization, expanding to the international level, involving organizations and UN commissions. Because the situation of the prisoners behind bars is deteriorating.

Reporter, Male #2
Organizations concerned with the prisoners' issues testified to the extent of Israel's suppression of the prisoners' movement, commending the prisoners' resistance, and reaffirmed the inevitability of their victory over prisons and wardens.

Guest, Male #4 (Mohamed Abbas, High Committee for Prisoners)
The open-ended, epic hunger strike that prisoner Khader Adnan waged displayed the status of the prisoners' movement and gained momentum, and this struggle continues. On that basis, we demand the Palestinian leadership sets the issue of prisoners as their priority, and calls for more popular and public support in solidarity with the prisoners' honorable battle.

Reporter, Male #2
Reports coming out of the occupation's prisons confirm that a prisoners' battle is scheduled for April. They aim to protest the occupation's repression and the Israeli prison administration's rejection of the prisoners' demands, and in opposition to the policy of administrative detention. This battle may escalate into a declaration of civil disobedience and a rejection of the wardens' orders, reaching an open-ended hunger strike. Despite the escalating Israeli crackdown on the prisoners' rights movements in the occupation's prisoners, a number of detainees continue to wage hunger strikes to protest these policies. Wide-scale popular and official campaigns continue in solidarity with the prisoners' movement in the occupation's prisoners. <media:text>Heavy fighting broke out late Sunday night between forces loyal to Syria's President Bashar al-Assad and rebels. According to activists, they launched small attacks on the military in the north, south and east of the country to relieve pressure in the city of Homs. In Idlib, Free Syria Army fighters were said to be on alert after a warning that tanks and heavy artillery were being moved into position around the city. Across the country, unconfirmed reports said 19 people died yesterday, 18 of them civilians. In neighboring Lebanon, hundreds staged a protest calling for Syria's president to be tried as a &quot;war criminal.&quot; Syrian civilians have been streaming across the border to find safety from the fighting. Meanwhile the Red Cross will renew attempts today to negotiate entry into besieged Homs after being blocked from doing so for the past three days.</media:text>

The Syrian Revolution's General Commission said security and army forces killed 47 civilians, while suppressing opposition protests in several regions. The commission also reported that army forces waged an artillery attack on areas in the center of the city of Homs this morning. This comes as medical convoys are near the neighborhood of Baba Amr waiting for the Syrian authorities to allow them to enter the city. Security forces also fired live bullets at protestors in al-Kabeer mosque in Deir az-Zour, as British Prime Minister David Cameron vowed the Syrian regime would not escape retribution.

Reporter, Male #2
The battle in Baba Amr ended after the withdrawal of the Free Army and the entry of the regime's army. But the external and diplomatic battle not only continues, but is witnessing an escalation in statements and plans by the opposition. If the convoy of the Red Cross enters, hundreds will be evacuated and many truths may be exposed, some that were not captured by even the lens of the opposition, or the journalists who snuck into the city when it was besieged. Especially since the agreement between the Red Cross and Damascus includes relief missions in other areas.

Guest, Male #3 (Hisham Hassan, Red Cross International Committee Spokesman in Geneva)
There is a need to stop the killing, but not just in Homs, in all areas impacted by the violence. Our initiative will grant the people medical access at least two hours a day, so they know they will receive aid on a daily basis. We received some positive signs from the Syrian authorities yesterday, and we hope the initiative goes into effect as soon as possible.

Reporter, Male #2
The opposition titled today's mobilization, &quot; The Friday of arming the Free Army.&quot; And like every other Friday, opposition protests were held and dispersed with tear gas, violence, arrests, and ammunition.

Reporter, Male #2
Not far from the Baba Amr neighborhood, other areas in Homs were shelled, as reported by activists who also confirmed that regime forces bombed the eastern cities of al- Qamishli and al-Hasaka, and al-Qaboun in the countryside of Damascus.

Reporter, Male #2
And while Damascus believes it has improved its situation on the internal front, the external scene remains the same. On the sidelines of a meeting by EU leaders in Brussels, British Prime Minister David Cameron vowed the Syrian regime will not escape retribution.

Guest, Male # 4 (David Cameron, British Prime Minister)
To make sure it is held to account for its crimes against its people; and one day, there will be a day of reckoning for this dreadful regime.

Reporter, Male #2
These statements were not limited to the opposition rising up against Damascus' repressive policy. Similar comments were made by its greatest ally, Moscow. Russian Prime Minister Vladimir Putin, the most influential person in Russia, also made a controversial statement. He declared that there are no relations between Moscow and al-Assad, and only the Syrian people have the right to choose their leaders. Putin's statement came as the Gulf Cooperation Council announced a meeting will be held between Russia and Gulf countries to discuss the Syrian issue, and to back Gulf support to arm the Syrian opposition. This comes after the opposition National Council announced the formation of the Military Advisory Council. Hayan Yaqoob, BBC.</media:text>

<media:text>As residents of the besieged Homs district of Baba Amr lined up outside with buckets in a desperate attempt to reap drinking water from the slight snowfall, the government continued to attack the opposition stronghold to only worsen its humanitarian conditions. Witnesses say Baba Amr is surrounded by government forces as they continued to shell residential areas using heavy tanks and rockets for the 27th day in a row. Some activists say opposition fighters have been withdrawing from the district as a &quot;tactical retreat.&quot; They said they were running out of weapons and humanitarian conditions were catastrophic. Meanwhile, the Syrian Red Crescent has been denied passage into Baba Amr to help deliver much needed aid to residents. Al Jazeera's Laurence Lee reports.</media:text>

Reuters quoted Syrian authorities saying they allowed two organizations, the International Committee for the Red Cross and the Red Crescent, to deliver aid to the Baba Amr neighborhood and evacuate the sick and wounded. A source at the Syrian Network for Human Rights confirmed to the BBC that regime soldiers entered the neighborhood, adding that fighters from the Free Syrian Army carried out a tactical withdrawal this morning to protect civilians. Syrian state TV aired images of the city showing that life had returned to normal, according to the official report.

The UN-Arab League joint special envoy to Syria, Kofi Annan, requested for his mission to be completed without any interference until a peaceful resolution to the crisis is reached. Annan indicated he will visit Syria soon and hold talks with all parties active in the Syrian crisis. Meanwhile, solidarity demonstrations continue in Syrian cities, in parallel to the army's operations in various areas.

Reporter, Male #2
Kofi Annan took a detour to Cairo before heading to Damascus to meet with the Arab League's secretary-general. The former UN secretary-general returned to the international stage as the UN-Arab League joint special envoy to Syria. He says he hopes to visit Damascus to deliver a message to the officials there.

Guest, Male #3 (Kofi Annan, UN-Arab League Joint Special Envoy)
The message is clear, which is that the killing and violence must stop. Humanitarian agencies must be given access to do their work. But it is regrettable that it is not happening.

Reporter, Male #2
Damascus has not responded to whether or not it will receive Annan. According to Damascus, no one has officially informed it of the appointment of an envoy, or of the nature of his mediation mission.

Guest, Male #4 (Jihad Maqdisi, Syrian Foreign Ministry Spokesman)
We are still waiting for a clarification from the United Nations, as represented by the UN secretary-general, on the nature of his mission. We will study the matter and respond soon.

Reporter, Male #2
Annan is well aware of the challenges of his mission. So he is starting with calling for dialogue among all parties in the Syrian crisis and requested no interference in his mission. The Syrian issue has its regional and international complications, and the international inclination to interfere has grown after the search for a solution was prolonged. On Wednesday, Damascus refused to allow the UN official in charge of humanitarian affairs, Valerie Amos, to enter Syria to evaluate the humanitarian situation there.

Guest, Male #5 (Ban Ki-moon, UN Secretary-General)
Our United Nations' humanitarian coordinator, Valerie Amos, has still not been permitted to visit Syria, despite the clear need, and despite the repeated commitments by the government that she would be welcomed. I take this opportunity to remind the Syrian authorities of their obligations under international humanitarian and human rights law, and I call on them to once again work toward a peaceful democratic solution for the Syrian people.

The military operation continues in Homs, racing with time to resolve a battle victimizing unarmed civilians, even if it appeared to be a battle between two armies. The regime's army is organized, and has weapons and equipment, making it superior to its opponent, the Free Syrian Army, that fights in small groups besieged inside the city. However, resolving the military battle in Homs does not mean resolving it in Syria. Defections continue; most recently, a defection took place in Deir az-Zour, which was followed by clashes between the regime's army and the Free Syrian Army after the latter intervened to protect the group of defectors. The clashes led to more victims, including civilians who were killed by the violent and indiscriminate shelling carried out by the regime's army attempting to capture defectors. While a war rages, all eyes are on Kofi Annan during his mission to Syria, seeing that all previous efforts failed to end the bloodbath the world has been watching for a whole year. In Tulkarm, participants in a solidarity sit-in with prisoner Hana al-Shalabi and the prisoners' movement in the occupation's prisons condemned the practices of the prison administration. During a sit-in organized in front of the Red Cross in the city, Minister of Prisoners' Affairs Issa Qaraqe assured that the Palestinian Authority is moving forward with its plan to internationalize the prisoners' issue.

Reporter, Male #2
For the 13th consecutive day, Hana al-Shalabi is continuing her empty stomach battle in protest of the suffering she is enduring and her administrative detention. Solidarity campaigns and sit-ins in front of the headquarters of the Red Cross are continuing amid warnings of her deteriorating health condition and the escalating situation inside the occupation's prisons. This led to a massive sit-in in front of the Red Cross in Tulkarm.

Guest, Female #1 (Halimah Armilat, Director, Tulkarm Prisoners' Society)
I call on the entire international community to play a real role. Where are the Palestinians' human rights? Where are the rights of the Palestinian prisoners? The international community turns a blind eye when it comes to the conditions of the detainees inside the occupation's prisons.

Reporter, Male #2
Former female prisoners, who experienced similar circumstances, expressed their deep concern for the life of Hana al-Shalabi and the other prisoners amid calls to take action and save her.

Guest, Female #2 (Tahani Nasar, Former Prisoner)
We came here to stand in solidarity with the female prisoners in Israeli prisons and with Hana al-Shalabi, who has entered her 12th consecutive day of hunger strike. We are telling Hana that we are steadfast with her.

Guest, Female #3 (Shifaa al-Qudsi, Former Prisoner)
We are all with you, Hana. Our complete support will continue. We have experienced the same misery that you are currently going through, and we also went on strikes, and thank God, who has been alongside the Palestinian people, we are here for you and we will not leave you.

In conjunction with the popular movement supporting the prisoners, specifically the prisoners in administrative detention, the Ministry of Prisoners' Affairs continues to prepare for the second Geneva Convention in order to internationalize the prisoners' issue until their release. During his visit to the house of prisoners Kifah al-Hattab and Ataa Abdul Ghalib in Tulkarm, the Minister of Prisoners' Affairs stressed that the occupation's prisons are on the verge of experiencing an unpredictable situation in light of the occupation prison administration's ongoing repressive practices against prisoners. The prisoners are suffering and engaging in a series of protests.

Guest, Male #3 (Issa Qaraqe, Minister of Prisoners' Affairs)
We will set up meetings with all the human rights organizations and the factions on a national level in order to issue a national document to boycott the administrative detention courts. We will use the achievement accomplished by prisoner Khader Adnan and ask the international community to engage with an international campaign to help us end this unjust policy being implemented against prisoners behind bars.

The Sahrawi people continue to suffer from the Moroccan occupation's repression. New images emerging from the occupied ad-Dakhla governorate show a Sahrawi female citizen being severely beaten by Moroccan police, causing her to lose her eyesight. This took place in light of the deterioration of the refugees' situation due to scarce aid. Our correspondent Fawzi Eitali reports.

Reporter, Male #2
Her only crime was chanting for &quot;self-determination&quot; in her occupied country and only one part of her tragedy is revealed in these leaked images. Lella Busoula lost her eyesight while being abused by Moroccan police, but her vision shines through the faith and rightfulness of the cause.

Guest, Female #1 (Lella Busoula, Sahwari)
We were peacefully chanting slogans, peacefully. And Moroccan aggression interfered. Even if I were to regain my eyesight, I would not abandon my goal.

Reporter, Male #2
And from inside the occupation, she cries out in the face of an unjust siege imposed to conceal the scale of violations that may parallel those that took place in Gdeim Izik.

Guest, Male #3 (Abdelkader Taleb, Prime Minister of Sahrawi)
They attacked residential neighborhoods and killed Sahrawis. A number of people were martyred. They burned houses and cars, and did not spare anyone.

Reporter, Male #2
On the eastern side of the separation wall, a different kind of suffering is endured every day by the Sahrawi refugees due to the scarcity of aid. The Sahrawi Red Crescent's containers are almost completely empty of essential supplies.

Guest, Male #4 (Yehyah Bouhabayni, Head of Sahwari Red Crescent)
We are sending out an urgent call to the international community to pay more attention to the situation of Sahrawi refugees and provide enough aid so that the refugees can have their most basic needs met.

During the joyous Eid ul-Fitr holiday, Somali refugees facing hunger and disease continue to suffer. For its part, the Iranian Red Crescent Society and other organizations provided medical aid and necessary supplies to the refugee camps in order to ease the suffering of the hundreds of families who hang their hopes on the aid.

Reporter, Male #1
Not many displaced children here in Mogadishu's refugee camps are smiling on the blessed holiday of Eid ul-Fitr. Indigent orphans in this tiny hut began their Eid holiday waiting for their poor mother who went door-to-door asking for a morsel of food to help their hunger; a hunger that doesn't know the meaning of the Eid. Despite the efforts of charity institutions to hold small celebrations for some of the orphans in the refugee camps and put a smile on their faces, the jubilance of Eid is absent from this camp, which is witnessing such cruel human suffering that nobody in the camp can even think about celebrating the Eid. Islamic organizations are trying to alleviate the sufferings of the destitute families and provide them with the necessary food supplies to survive this difficult time. The government and people of the Islamic Republic of Iran donated large amounts of food through campaigns in solidarity with the Somali people. The supplies arrived at the international airport of the capital Mogadishu. A team from the Iranian Red Crescent Society undertook the mission of delivering the supplies to the disaster-stricken people in imminent need.

Guest, Male #2 (Mohamed Hosni, Coordinator for the Iranian Red Crescent in Somalia)
We have delivered the humanitarian aid to the Somali people that has been provided by the Iranian people, including food and medicine, and 200 tents to shelter the refugees.

The Iranian Red Crescent Society is expanding its work at the refugee camps in the capital. Thousands of families are relying on it in various parts of Mogadishu. The refugees will benefit from these nutritious food supplies.
